Early Childhood Early Intervention (ECEI) Framework NDIS

An update from Disability Strategy Manager South Eastern Sydney LHD, Nicole Marchisone. It features some important information regarding the ECEI changes, effective 1 July 2018.

Main changes:

  • Lifestart will be the new and only provider for ECEI Services in CESPHN region
  • ECEI Services include the following for ages 0-6 years:
    • providing short term early intervention
    • connecting to appropriate supports in the community
    • assisting families to request NDIS access if their child requires longer term early childhood intervention supports
    • working with families to develop an NDIS plan for their child
  • Families can be referred for Early Intervention in any way – self referral, AH prof referral, Doctor referral and so on. The best way to do this is via the Lifestart Client Engagement Team on 1800 953 390. The information required is:
    • name
    • DOB
    • contact details
    • summary of main concerns
  • There is no set time frame for length of Early Intervention – at present decisions are being based on need and a person centred approach is the focus
  • Families can be referred more than once and can pop in and out of the service as required (for instance in the case of change of circumstances)
  • Lifestart are not able to offer both ECEI services and NDIS funded therapy supports due to conflict of interest. That is, Lifestart will no longer be providing NDIS funded therapy services to children 0-6 years in SESLHD.


ECEI services - services provided to families who are not NDIS participants. ECEI services have a role in supporting families to apply for the NDIS if appropriate.

NDIS funded therapy services - once a person is an NDIS participant they no longer receive ECEI services – rather, they start to receive NDIS funded therapy supports.
