Program Overview

Changes to the eHealth Project Delivery from 1 July 2014

Inner West Sydney Medicare Local (IWSML) was recently informed that funding for the eHealth Change & Adoption project will cease on 30 June 2014.

Whilst IWSML will continue with eHealth initiatives, the decision means that after 30 June 2014 we can now only support the following aspects of eHealth and information management:

  • Secure Messaging Delivery including assistance with referral pathways
  • Facilitating adoption of eDischarges from Sydney Local Health District
  • Data quality improvement activities using PEN Clinical Audit Tool ePIP support (e.g. assistance with forms and requirements).  However this will now exclude hardware and software installations, such as NASH certificates, PKI certificates and SMD Commissioning
  • Clinical software training and template development (Medical Director & Best Practice)
  • Assistance with information security
  • Assistance with paperless practice implementation
  • Assistance with computerisation

 

What is eHealth?

eHealth is a growing area of healthcare which refers to healthcare information being managed, processed and transferred electronically. This term can include a range of processes, services and systems related to information technology and information management.

  • Electronic health record – existence of patient health record in electronic format, eg in clinical software and this record being shared and accessed by multiple health providers
  • Electronic transfer of prescriptions – ability to transfer prescriptions electronically
  • Electronic investigations – pathology and radiology being exchanged electronically
  • Secure messaging – communication between different stakeholders in the healthcare process via secure electronic channels
  • Mobile health (m-health) – utilisation of smart devices such as smart phones or tablets to collect and disseminate patient information
  • Telemedicine – any treatment from distance via the means of information technology


PCEHR (Personally Controlled Electronic Health Record)

The Personally Controlled Electronic Health Record system (PCEHR) is a key element of the Australian Government’s national health reform agenda, designed to provider better health services and outcomes for all Australians. Major investments are being made to fund improvements in primary care, hospitals and other health care sectors.

The eHealth Record System will enable better access to important health information held in dispersed records across the health sector. Australians, who choose to participate in the eHealth Record system will be able to access their health information when and where they need it and will be able to share this information with their health providers.


How does the eHealth record system work?
From 1 July 2012 patients may could register for their eHealth record. In the initial stages the eHealth record will provide following information:

  • Current medications
  • Allergies and adverse reactions
  • Medical history
  • Immunisation history

Additional healthcare information, ie pathology results, reports etc will be added at later stages.The eHealth record system will continue to grow as more individuals and health providers join. The national eHealth record system will provide access to select information from your patient’s records that can be securely shared with other authorised healthcare providers.

eHealth PIP

From 1 February 2013, the following requirements were introduced for practices to be eligible for the eHealth PIP Incentive:

1. Integrating Healthcare identifiers into Electronic Practice Records
2. Secure Messaging Capability
3. Data Records and Clinical Coding
4. Electronic Transfer of Prescriptions
A fifth requirement will be introduced from 1 May 2013:
5. Personally Controlled Electronic Health (eHealth) Record System

Your practice must meet the first four eligibility requirements from 1 February 2013 to be eligible for the May 2013 eHealth Incentive payment.
